Cyrus Otter 76cd2ae061 CI: pull mc from the GitHub release, dl.min.io returns 410 
MinIO archived the open-source client and stopped serving
https://dl.min.io/client/mc/release/linux-amd64/mc (HTTP 410), so the
release job failed in the tool-install step. Pin the linux-amd64 binary
from the minio/mc GitHub release instead.
